When Zhao Mingge delivered the president's speech titled "Anchor Key Tasks, Unite Efforts to Overcome Difficulties, and Jointly Build a Harmonious and Win-win 'Ecosystem' for the Steel Industry", he summarized the operation of the steel industry in the first half of the year, reviewed the progress of key work in the steel industry, analyzed the current situation faced by the steel industry, and arranged the key work for the later period.
Zhao Mingge said that in the first half of the year, the steel industry actively responded to the challenges of strong supply and weak demand, strengthened industry self-discipline, adjusted the production rhythm, and adhered to the "three determinations and three don 'ts" business principle. As a result, the output of crude steel remained stable with a slight decline, economic benefits improved year-on-year, and environmental protection levels continued to rise. The overall operation of the industry was better than expected. Specifically, the operation of the steel industry in the first half of the year presented five major characteristics: First, steel output decreased year-on-year, and inventory remained at a low level in recent years. Second, steel exports remained at a high level, but the export value decreased year-on-year. Thirdly, the price of steel decreased year-on-year, and the overall trend was relatively stable. Fourth, industry profits increased year-on-year, and the effectiveness of adhering to the "Three Determinations and Three Don 'ts" has become evident. Fifth, environmental protection indicators have continued to improve, and the momentum for green development has been strengthened.
Zhao Mingge emphasized that thanks to the effective production control measures taken by the state to achieve a dynamic balance between supply and demand, the intensified self-discipline and production control efforts within the industry, and the active exploration of new production and operation models by steel enterprises, steel production decreased year-on-year in the first half of the year, while industry profits rebounded reasonably. Self-discipline, production control and stable operation are the core reasons for the improvement of industry profits and are necessary for the gradual return of industry benefits to a reasonable profit level that can support high-quality development. At the same time, it should be noted that the strong supply capacity and the weakened demand intensity remain the main contradiction in the current steel market. The profits of the steel industry have somewhat recovered, but their sustainability is still insufficient. On the one hand, steel enterprises should always maintain strategic clarity and adhere to self-discipline and production control. On the other hand, they should always remain confident in development, jointly resist "involving-style" vicious competition, and work together to stabilize the market, improve quality and increase efficiency.
Zhao Mingge said that in the first half of the year, the steel industry focused on the "1231" industry work priorities and steadily advanced the "232" key work system. New progress has been made in various directions related to the long-term development of the industry, including industry governance, regulating export order, green and low-carbon transformation, technological innovation, digital transformation, enhancing resource guarantee capabilities, coordinated development of the industrial chain and expansion of steel applications, international exchanges and cooperation, talent cultivation and vocational skills improvement. However, it should also be noted that the current steel industry has entered a period of deep adjustment. The tasks of transformation are arduous and challenging, and there are still many risks and hidden dangers. There are many new challenges and tasks in maintaining stable operation and seeking development. Five key aspects need to be focused on: First, the pattern of strong supply and weak demand has not yet changed. Second, the high-level export of steel is not sustainable. Third, participating in the carbon market faces new tasks. Fourth, the difference in environmental protection costs affects fair market competition. The fifth issue is that green development is facing financial pressure.
Zhao Mingge pointed out that in the second half of the year, the steel industry should, in accordance with the goals set at the members' meeting at the beginning of the year, focus on concluding the year well and laying a good foundation, anchor tasks and continue to exert efforts, and prioritize the advancement of six key tasks: First, comprehensively rectify "intra-industry competition" and strive to enhance the quality and efficiency of industry development. Second, we will maintain investment in scientific and technological innovation and promote high-end, intelligent and green development. Third, actively participate in the carbon market and accelerate the green transformation. Fourth, promote high-end products, stabilize the surrounding areas, and enforce strict supervision to facilitate smooth and orderly exports. Fifth, we will promote the development of steel for steel structure buildings and emerging industries, and continuously expand the application space of steel materials. Sixth, build a high-end international exchange platform and promote the internationalization process of the steel industry.
When presiding over the meeting, Jiang Wei emphasized that looking back at the trend in recent years, the pressure on the steel industry to achieve stable operation in the second half of the year is generally greater than that in the first half. For this reason, the China Iron and Steel Association calls on the entire industry to scientifically predict the situation in the second half of the year, deeply understand the profound meaning of the central government's rectification of "internal competition", continue to do a good job in self-discipline and production control, large enterprises play a leading and exemplary role, small and medium-sized enterprises do a good job in coordination and linkage, and resolutely practice the "three determinations and three don 'ts". It is essential to put an end to the impulse to increase production at the slightest profit, resolutely prevent "intra-industry" vicious competition, shift efforts to tapping internal potential, and achieve quality improvement and efficiency enhancement through benchmarking and technological innovation. This is not only related to the stable operation of the industry in the second half of the year, but also to the long-term health and sustainable development of the steel industry. In his report titled "High-Intelligence and Green Integration and Innovation Boost High-Resilience and High-Quality Development", Huang Yixin introduced the practical path of Nanjing Iron and Steel Company, which takes the "precision and uniqueness" of its main business, the "new quality" of its industries, and the integrated and innovative development of "high-intelligence and green" as its main direction to promote the high-quality development of the enterprise, providing a model for the industry to "pursue novelty, greenness and intelligence". Among them, in terms of high-end development, Nanjing Iron and Steel has established a multi-dimensional innovation system and a full industrial chain innovation model, providing a model for the industry to break through the bottleneck of key materials. In terms of digitalization, through innovations such as industrial perception systems, dark factories, the application of full-process intelligent equipment, and the "Yuan Ye · Steel Large Model", a "digitalized, remote, and intensive" operation mode has been formed.
